Theres a special paragraph in Germany if u r involved in an accident and id est that you were the cause of the accident and noone was around and then you flit the scene. Normally, state prosecution is very aggressive in Germany when it comes to punishing it. 1500 euros is a ridiculous joke. I mean ok he hit only a rearview mirror, but when I did this once, I got 3 points in Germanys registry (noone was hurt in my case as well).
