I mean I don't want to insinuate that the Republicans tend to do virtually nothing. Boehner did something but it doesn't look like it's nuclear science. It's good for 6 months by lifting the debt limit for a trillion. I would call it only uninspired.
In this context, there is a pretty good thinkprogress article that stresses that Boehner's plan is in fact uninspired and doesn't solve the problem.

Besides, the baseless accusations against Obama he didn't suggest enough are simply an insult.
