ROME - Oscar-nominated director and screenwriter Mario Monicelli, considered one of the fathers of the Italian comedy of the 1940s-1960s, died Monday after jumping from a fifth-story hospital window, the hospital said. He was 95.
Monicelli was being treated at Rome's San Giovanni hospital for pancreatic problems and leaped to his death Monday night, said Anna Scoltore, who heads the hospital's media office. She said he had been admitted a few days ago and that it appeared his condition was terminal.

Saudis 'chief financiers' of Qaeda
A quick aside in a New York Times article about leaked diplomatic cables is sure to spark renewed interest about the role of the US' biggest ally in the Gulf supporting terrorism.
In their wide-ranging précis of the leaked cables, Times reporters Scott Shane and Andrew Lehren mention in passing a key detail from one of the diplomatic dispatches: "Saudi donors remain the chief financiers of Sunni militant groups like Al Qaeda."
No other details about the cable are provided by the Times. The referenced cable is not linked, and Raw Story has been unable to locate the specific language among additional cables published by The Guardian. (If you find the cable, please email john@rawstory.com).
The admission is stunning, though it has been largely kept from public view, and hasn't been admitted previously at such a high level. The "Blue Ribbon" Sept. 11, 2001 report noted that al Qaeda had raised money in Saudi Arabia but that no senior officials had provided material support.
Charges that Saudi donors have provided material support for terrorist groups -- including Iraqi insurgents -- are not new. A detailed Congressional Research Service report in 2007 highlighted repeated instances where Saudis were accused of supporting terrorist groups. The report was titled, "Saudi Arabia: Terrorist Financing Issues."
"According to the U.S. State Department 2007 International Narcotics Control Strategy Report, 'Saudi donors and unregulated charities have been a major source of financing to extremist and terrorist groups over the past 25 years,'" the report's authors wrote. "The September 11, 2001 attacks fueled criticisms within the United States of alleged Saudi involvement in terrorism or of Saudi laxity in acting against terrorist groups. The final report released by the bipartisan National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) indicates that the Commission 'found no evidence that the Saudi government as an institution or senior Saudi officials individually funded [Al Qaeda].' The report also states, however, that Saudi Arabia 'was a place where Al Qaeda raised money directly from individuals and through charities' and indicates that 'charities with significant Saudi government sponsorship' may have diverted funding to Al Qaeda. U.S. officials remain concerned that Saudis continue to fund Al Qaeda and other terrorist organizations."
The Congressional Research Service report cautions against concluding that the Saudi monarchy had any direct role in al Qaeda's financing. It notes that the Saudi government has made "numerous official statements" saying that they are "committed to cooperating with the United States in fighting terrorist financing, pointing out that Saudi Arabia itself is a victim of terrorism and shares the U.S. interest in combating it."
But it also goes on to lay out claims that individuals in Saudi Arabia have underwritten Iraqi insurgents.
"In October 2004, an unidentified Defense Department official told the press that private Saudi individuals and charities were channeling funds to insurgent groups in Iraq," the researchers wrote. "Saudi officials vigorously denied the claims and appealed for U.S. officials to provide concrete information in support of the charges so that Saudi authorities could investigate and prosecute any individuals or entities that may have been involved. In December 2004, press reports cited intelligence gathered following U.S. military operations, including the November 2004 assault on Fallujah, which indicated that 'a handful of senior Iraqi Baathists operating in Syria are collecting money from private sources in Saudi Arabia and Europe' and are channeling it to insurgent groups. In addition, news accounts have quoted insurgent facilitators stating that Saudi young men are particularly valuable to insurgent groups because Saudis provide for their own expenses and often personally finance insurgent operations."
"A senior U.S. Treasury Department official testified in July 2005 that Saudi individuals may be 'a significant source' of financing for the Iraq insurgency," they add. "The Iraq Study Group report stated that 'funding for the Sunni insurgency [in Iraq] comes from private individuals within Saudi Arabia and the Gulf States.' Iraqi officials have called on Saudi Arabia and other neighboring countries to do more to restrict financial networks operating in their countries from supporting insurgents in Iraq."
Muqtedar Khan, Associate Professor of Islam and Global Affairs at the University of Delaware, criticized the Saudi government on the revelation at The Huffington Post, saying that the cables exposed Muslim governments' hypocrisy.
"The... cables also reveal that even now the main financiers of al Qaeda are Saudi donors," Khan writes. "American presidents George W. Bush and Barack H. Obama have identified al Qaeda as the biggest threat to the U.S., and yet they collude with the nation whose citizens are its biggest financiers. Why don't the Saudis cut off the head of the real snake by arresting and imprisoning al Qaeda's financiers? Most Americans know that fifteen of the nineteen terrorists that attacked the US on September 11, 2001, were Saudis. None were Iranians. A significant number of foreign fighters who joined al Qaeda in Iraq were Saudis. This is a classic case of the pot calling the kettle black."

Baghdad, Iraq (CNN) -- U.S. troops shot and killed an Iraqi man at Baghdad International Airport on Sunday morning, a U.S. military spokesman said.
A military convoy attempted to stop the man, who they spotted driving a vehicle at high speed on an airport road, Col. Barry Johnson said.
"The vehicle was perceived as a threat and a decision was made to engage it with small-arms fire in order to stop it and to protect the convoy from a possible attack," Johnson said.
The driver did not respond to U.S. hand signals before troops opened fire, he said.
Baghdad police said the man was an engineer working at the airport. They did not name him.
"We deeply regret that this action resulted in the death of an Iraqi who was driving the vehicle," Johnson said.
Authorities are investigating the incident, he said.

"Striking" evidence of a quark-gluon plasma has been observed by a team of researchers, including Canadians, at the facility near Geneva, the European Organization for Nuclear Research (CERN) announced Friday.

The results of the experiment by an international collaboration called ATLAS were accepted Friday morning for publication in the scientific journal Physical Review Letters, less than 24 hours after it was submitted, said Teuscher, a research scientist at the Canadian Institute for Particle Physics and a physics professor at the University of Toronto.
Normally, the peer review process takes weeks or months, added Teuscher, a member of ATLAS who did some of the data analysis for the experiment.
Physicists theorize that a few hundred millionths of a second after the Big Bang (about 14 billion years ago), the universe was made of a quark-gluon plasma — an extremely hot soup of very tiny subatomic particles.

According to "sources familiar with the State Department cables held by WikiLeaks," the imminent document dump will include reports from US diplomats on corruption within foreign governments and among world leaders.
Reuters reports that governments in Europe and Asia feature prominently in the document release, with Russia and Afghanistan being mentioned by name. However, there were no specifics reported as to the nature of the corruption allegations or which governments are involved.

The clarification, the latest step in what is already seen as a significant shift in the Catholic Church policy, came at a news conference presenting the pope's new book: "Light of the World: The Pope, the Church, and the Sign of the Times".
In the book, a long interview with German Catholic journalist Peter Seewald, the Pope used the example that a male prostitute would be justified using a condom to avoid transmitting the killer disease.
The clarification was necessary because the German, English and French versions of the book used the male article when referring to a prostitute but the Italian version used the female article.

Problems with mortgage documents Bank of American acquired when it purchased the mortgage provider Countrywide Financial in 2008 could cost the bank billions, if a testimony in a New Jersey foreclosure case proves accurate.
During the foreclosure trial, an operational team leader for Bank of America, Linda DiMartini, said it was "customary for Countrywide to maintain possession of the original note and related documents."
If her testimony is proven, Countrywide may have not properly transferred the necessary mortgage documents when it sold loans to other banks who then used the loans to create residential mortgage backed securities (RMBS).
"There's been talk on the street for years that banks didn't send the notes up the line when they did securitizations," Max Gardner, a consumer bankruptcy attorney, told Daily Finance. "But this is the first time I've seen someone under oath admit there was a policy not to deliver the notes. I had to read it twice to make sure that's really what she said, but she did: It was customary."
If the mortgage notes were not properly distributed to the different parties involved, the foreclosure process could be stopped by anyone who asked where the mortgage note is or who holds it.
That would mean anyone whose home is being foreclosed upon can legitimately refuse to leave by demanding their creditors produce the note.
"If you are about to lose your home at least make them produce the note," Chris Hoyer of Consumer Warning Network told CNN. "Make them prove first that they have the note and the IOU and the person standing in the court is the person authorized by the owner to take your home."

Germany to abolish compulsory military service
The German government has announced plans to abolish compulsory military service by next summer, marking the most radical overhaul of the armed forces since its postwar founding and a major change to German society.
Under the reforms, which will transform the Bundeswehr into a fully professional defence force by July 2011, the size of the existing military and its inefficient bureaucratic apparatus will be considerably reduced as part of a cost-cutting exercise aimed at shaving about €8bn (£6.8bn) from the defence spending budget.
Speaking on the sidelines of a Dresden conference about the status of the military defence minister Karl-Theodor zu Guttenberg, called the decision "responsible and right".

So, this endless, messy, nasty, over-analyzed, and overly expensive election season is finally finished. And, after all the hoopla, and despite all of the big promises of incoming Speaker John Boehner, we’re heading not for decisive GOP governance but for stalemate -- again. One house Republican, the other Democrat, with a president left unable to pursue his more grandiose domestic agenda but perfectly able to marshal his forces to prevent the Republicans from enacting theirs.
There's a lot of talk of the "revolutionary" nature of the Republican victory in the House, and only a fool would deny that the GOP did very, very well in this election. Nearly one-quarter of all Democratic members of Congress lost their seats, while the GOP picked up Senate seats and won a number of important governors’ races, too.

SEOUL - A South Korean army boat capsized during a training exercise on Wednesday, killing three soldiers, in the third fatal accident involving a military craft inside a week.
A defence ministry official said the small boat with eight soldiers on board overturned in the Namhan River near Yeoju, about 100 km (60 miles) southeast of Seoul.
Last Friday a South Korean surveillance plane crashed near the southeastern city of Jeonju, killing the two pilots. A day earlier, a South Korean navy ship sank after colliding with a fishing boat, leaving one sailor dead.

The prime minister, who had resigned with his entire Cabinet, will form a new government.
Fillon's reappointment was not a surprise, said Christian Mallard, a senior foreign policy analyst.
"The French like him," Mallard said of the moderate conservative.
"A lot of people think it would be a mistake for Sarkozy to fire him."

(CNN) -- French Prime Minister Francois Fillon resigned Saturday, setting the stage for an expected cabinet reshuffling.
President Nicolas Sarkozy accepted the resignation of Fillon and his government, Sarkozy's office said.
The expected move came weeks after the French parliament passed controversial pension reform, sparking protests.
Fillon's resignation gives Sarkozy the opportunity to shake up the current leadership of some ministries, said Christian Mallard, senior foreign policy analyst for France 3 television.
It's very possible Sarkozy may reappoint Fillon, as early as Sunday, Mallard told CNN. The new prime minister would form a government.
"The French like him," Mallard said of Fillon, a moderate conservative. "A lot of people think it would be a mistake for Sarkozy to fire him."
The resignation may accomplish something else.
"The future government will be downsized, maybe from 28 to 16 (ministers)," Mallard said.
Sarkozy faces re-election in about 18 months and has many issues on his plate, including the economy and unemployment.
Fillon has been a calming influence, Mallard told CNN. "He is always the guy who never loses his temper."

It is now no longer a matter of whether but when the Irish government formally approaches the European Financial Stability Fund (EFSF) for a bailout, correspondents say.
The provisional estimate for EFSF loans is believed to lie between 60bn and 80bn euros ($82-110bn; £51-68bn).
Dublin says there are no talks on an application for emergency EU funding.
A spokesman for Ireland's department of finance said the country was funded until the middle of 2011, the public-service RTE broadcaster reported.
RTE had earlier said talks had been held on how a bail-out might happen in a theoretical worst-case scenario.
The European Commission would not formally comment on the matter.

Obama Salutes US Troops, Condemns North Korea
SEOUL, South Korea (Nov. 10) -- Celebrating America's Veterans Day, President Barack Obama on Thursday saluted the bravery of U.S. troops who defended South Korea during its war with North Korea and condemned the communist north for continuing on a course that he says deepens its isolation from the rest of the world along with the poverty of its people.
Speaking at an Army garrison in a country where the U.S. keeps a presence of more than 28,000 troops, Obama said North Korea knows the path to prosperity and suggested its leaders take it.
"Because the Korean War ended where it began geographically, some used the phrase 'Die for a Tie' to describe the sacrifice of those who fought here," Obama said. "But as we look around at this thriving democracy and its grateful, hopeful citizens, one thing is clear: This was no tie. This was a victory.
