There were two elections on 27-9-9 in Germany. One of them was Schleswig Holstein. The election there had a very close outcome. Furthermore the election law determined that there may be not a certain equalization thru seats. German election law works most of the time two ways: first up thru direct voting, meaning the direct candidate. The other vote is a party vote. Now, if u have many votes but irrelative less direct candidates (then in parliament) the constitutional court of Schleswig Holstein ruled there should be an even stronger equalization thru indirect candidates, meaning the party vote. Furthermore, there should be new elections till 30-12-2012. Thus Carstensen said bye bye.
