Bush official shifted insurer's billions into stocks just before crash


Just months before the start of last year's stock market collapse, the federal agency that insures the retirement funds of 44 million Americans departed from its conservative investment strategy and decided to put much of its $64 billion insurance fund into stocks.

Switching from a heavy reliance on bonds, the Pension Benefit Guaranty Corporation decided to pour billions of dollars into speculative investments such as stocks in emerging foreign markets, real estate, and private equity funds. ...

Analysts expressed concern that large portions of the trust fund might have been lost at a time when many private pension plans are suffering major losses. The guarantee fund would be the only way to cover the plans if their companies go into bankruptcy.

And who was responsible, exactly?

Charles E.F. Millard, the former agency director who implemented the strategy until the Bush administration departed on Jan. 20, dismissed such concerns. Millard, a former managing director of Lehman Brothers, said flatly that "the new investment policy is not riskier than the old one." ...

Asked whether the strategy was a mistake, given the subsequent declines in stocks and real estate, Millard said, "Ask me in 20 years. The question is whether policymakers will have the fortitude to stick with it."

Notes Talking Points Memo's David Kurtz: "A finance professor who had previously advised the agency not to make the switch away from bonds compared the move to an insurance company writing policies to cover hurricane damage and then investing the premiums in beachfront property."

TPM's Josh Marshall, meanwhile, sees the move not as incompetence but possibly as part of a more general move by the Bush Administration to push more money into the stock market (a la their failed Social Security 'private accounts' bid).

"The [Fund] decided to put most of its $64 billion of reserves into stocks," Marshall notes. "And already by September 2008, i.e., before the bottom really fell out on Wall Street, the stock portfolio had already lost 23%. That percentage must be much higher today.

"One of the big drives behind Social Security privatization was the desire to find more money -- in the case of Social Security, a lot more money -- to keep the fires burning on Wall Street," he adds. "Not just more fees for the people handling the money, but more money to keep pushing asset values higher. This looks like the same thing just using slightly different means."

DOHA, Qatar – Libyan leader Moammar Gadhafi stormed out of an Arab summit on Monday after denouncing the Saudi king and declaring himself "the dean of Arab rulers."

Gadhafi disrupted the opening Arab League summit in Qatar by taking a microphone and criticizing Saudi's King Abdullah, calling him a "British product and American ally."

When the Qatari emir tried to quiet him, the Libyan leader and current Africa Union chairman insisted he be allowed to speak.

"I am an international leader, the dean of the Arab rulers, the king of kings of Africa and the imam (leader) of Muslims, and my international status does not allow me to descend to a lower level," Gadhafi said.

A mysterious boom and light occurred over the skies of Norfolk and Virginia Beach, Va., on Sunday night, but just what caused the phenomenon is still unknown.

Calls from local residents to 911 began coming in at around 9:45 p.m. EDT, with some people reporting their doors and windows rattled when the boom went off, according to reports from WVEC-TV.

Similar reports in the past often have turned out to involve meteors, which can explode in the atmosphere to create a loud noise and bright flash of light that streaks across the sky. However, often times the source of events like this are not determined.

In a recent scientific first, meteorite fragments of an asteroid that was spotted in space before it exploded over the African desert in October were recently recovered and examined by scientists.

The jury is still out as to what caused Sunday's event.

Local National Weather Service meteorologists have been in touch with the U.S. Navy, Air Force and NASA, but have not heard back these sources and don't know whether they are actively investigating the cause of the boom, said Wakefield NWS forecaster Jeff Lewitsky.

"The only thing we know for sure at this point is that it wasn't meteorologically related," Lewitsky told SPACE.com.

Lewitsky said meteorologists have looked back at their radar and lightning strike data during the time period and didn't find anything that could explain the event. He also said they had received no more reports on the incident and no photos of the light streak have come in.

Officials at Norfolk International Airport had received reports of the light and explosion, but hadn't observed anything out of the ordinary at the airport, according to WVEC-TV.

The National Weather Service told WVEC-TV that the reports of the light and the bang were coming in from Maryland to North Carolina.

The National Weather Service released a statement at 11:17 p.m. Sunday:

"Numerous reports have been called in to this office and into local law enforcement concerning what appeared to be flashes of light in the sky over the Suffolk/Virginia Beach area. We are confident in saying that this was not lightning ... and have been in contact with military and other government agencies to determine the cause. So far ... we have not seen or heard of any damage from this and will continue to inquire as to the cause."

French automaker fires chief executive

(CNN) -- Automaker Peugeot fired its chief executive on Sunday, replacing Christian Streiff with Philippe Varin, currently the CEO at Corus, an Anglo-Dutch steelmaker.

Peugeot is Europe's second biggest carmaker

"Given the extraordinary difficulties currently faced by the automotive industry, the Supervisory Board decided unanimously that a change in the senior leadership position was necessary," said Thierry Peugeot, chairman of the PSA Peugeot Citroen supervisory board.

"I am confident that under the leadership of Philippe Varin, the Group will be able, with all the teams, to unlock its potential."

Varin will officially take over Peugeot's top post on June 1, but will begin "familiarizing himself" with operations starting next month.

Roland Vardanega, a member of the managing board, will act as interim chairman until Varin assumes his new job.

Peugeot, Europe's second biggest automaker, posted a loss of €343 million, or $456 million, in 2008 and also expects to lose money in 2009.

Libyan leader Moamer Kadhafi lambasted the International Criminal Court on Sunday as representing a "new form of world terrorism" that wanted to recolonise developing countries.

Well, first up, the number of the police given is too low. There weren't 10000 but at least 15000. Many flags could be seen, for example SAV, www.rebell.info, MLPD, DKP,many leftparty flags,verdi,IGM,cgt. For my total frustration, there wasnt one fucking German Social democratic flag, only some 30 Jusos (youth) were protesting. This party turns more and more into a nullified, numb joke.

The demo itself went extremely well. We first met at Bockenheimer, then we marched to Commerzbank, then we passed the former Bundesrechnungshof and finally we got to Römer.
Somewhere between Commerzbank and Bundesrechnungshof it turned a bit dangerous for me. I stood next to some guy who shouted "glory and fame for the red army" waving an USSR flag in front of 40 helmed German riot police. But nothing happened. Anyway, generally it was fun.

ELAZIG, Turkey (CNN) -- The yellow bus with a giant photo of the prime minister on its side raced through Elazig, a provincial town in eastern Anatolia, blaring patriotic music.




Crowds of cheering locals, some of them women dressed in robes and veils, lined the dusty streets, straining to get a glimpse of Recep Tayyip Erdogan as he waved through the windshield.
Suddenly, Emine Erdogan, the prime minister's wife, gasped in shock. A woman and child had thrown themselves in front of the bus. The driver brought the vehicle to an abrupt halt.
Moments later, a crowd of well-wishers pushed past a phalanx of security guards to the door of the bus, desperate to kiss Erdogan's hand in a traditional show of respect. He kissed an elderly mustached man on both cheeks, before the motorcade sped on down the road.
This is the kind of chaos that accompanies Erdogan on the campaign trail. On March 29, Erdogan's ruling Justice and Development Party (AKP) is due to compete in municipal elections. Political analysts view the contest as a referendum on Erdogan, the most popular, powerful and polarizing politician of his generation.
"He'll be remembered as one of the strongest politicians Turkey has had since the Second World War," said Hugh Pope, co-author of "Turkey Unveiled" and Turkey project director with the International Crisis Group.
"He came in after 15 years of coalition governments which were inherently weak and unable to get a grip on the country," said Pope. "That's been both the plus and the problem with the last seven years."
Erdogan's party swept to power in 2002 on a promise to get Turkey into the European Union. Under AKP, Turkey's once crisis-prone economy has enjoyed solid growth. In 2007, the party won re-election by a landslide, winning a 47 percent share of the vote.

But Erdogan's premiership has also been marred by an ongoing struggle between his government and this overwhelmingly Muslim country's secular establishment.
Turkey's powerful military chiefs have publicly clashed with the prime minister and last year AKP was nearly banned after the Constitutional Court ruled it was a "focal point of anti-secular activity."
Onur Oymen, a leading member of the main CHP opposition, accuses Erdogan of allowing the "rapid Islamization" of Turkey's strict secular system.
"He will be considered as a person who wanted to change the basic elements of Turkish society," Oymen said. "To turn a secular democratic republic into a sort of Islamic society."
Erdogan insists he gave up political Islam in 1999, after serving a prison sentence for reading an Islamic poem in public. At the time, he was mayor of Istanbul for AKP's more overtly Islamist predecessor, the Welfare Party.
It was in prison, Erdogan told CNN at his party headquarters in Ankara., that he and colleagues started brainstorming about the creation of a new political force at the center of Turkish society.
"We have never been a party of extremes," Erdogan said. "We represent the center in politics, neither the right nor the left."
A decade later, flag-waving men and children sprinted alongside the campaign bus of the former prisoner who now runs the country.
Part of Erdogan's appeal is that he connects with ordinary Turks, peppering his performances with the street talk of a childhood lived in a working class Istanbul neighborhood where Erdogan, the son of a sailor, sold bread and water to pay for school books.
"I well understand the language of the masses," he said. "If you don't read the souls of the people and the conditions they live in, you won't understand. I have experienced this myself, so I know."
But Erdogan's hot temper has led some to question his democratic credentials.
On several occasions he has sued cartoonists who drew him in the shape of animals. Last fall, the prime minister's office revoked press accreditation for five newspaper reporters considered critical of his government.
And in January, the Turkish leader attracted international attention when he stormed off stage at the World Economic Forum in Davos during a debate with Israeli president Shimon Peres over Israel's military offensive in Gaza.
At AKP rallies, "One minute!" -- which a red-faced Erdogan yelled at the moderator of the debate in halting English -- has become a rallying cry for supporters who call him the "Conqueror of Davos."
"After Davos, Erdogan became very popular in the Muslim world," one of his top aides boasted on a recent flight aboard the prime minister's plane. "He has the power to topple governments now!"
On the international stage, Erdogan has also transformed Turkey's relations with neighbors with whom it has not traditionally seen eye to eye.
Ankara has dramatically improved ties with Syria and Iraq. The Turks and the Iraqi Kurds, who almost came to blows in 2003, have put aside angry rhetoric. This month, Turkish President Abdullah Gul, a key Erdogan ally, held formal talks with Nechirvan Barzani, the prime minister of semi-autonomous Iraqi Kurdistan.
Meanwhile, direct flights have begun between Turkey and Armenia despite a lingering dispute over Turkey's refusal to recognize as genocide the killings of ethnic Armenians in the final days of the Ottoman Empire.
Next month Erdogan has the chance to improve relations with the head of another government with which Turkey's relations have not always been entirely cordial.
Barack Obama's two-day visit to Turkey offers a chance for both NATO members to repair a relationship that was strained in 2003 when lawmakers in Ankara blocked U.S. plans to attack Iraq from Turkish territory.
Erdogan told CNN that Obama's intention to close Guantanamo Bay and his Persian New Year's message to Iran had sent positive signals to the turbulent region.
"We have one expectation for Mr. Obama with regard to the Middle East," Erdogan said. "He should be the voice of the silent majority and guardian of the disenfranchised."
This is clearly how the prime minister from the tough streets of Istanbul views himself. In Elazig, where ramshackle huts and wandering chickens border the town's main boulevard, a crowd of thousands erupted into cheers when Erdogan shouted on stage, "I love the oppressed!"
They cheered again when he shouted this challenge to his political opponents: "We will bury them in the ballot box, by democratic means!"

A shaking should rattle thru Germany demanded Roman Herzog in the first "Berlin Speech" 1997. Helmut Kohl guided back then a coalition out of christ dems and lib dems. What happened was people hardly lifting their shoulders for an 'I dont care.'
Ever since Herzog's successor Coaler told his warnings of a borderless financial market as a "story of failure"in 2000, he slapped the back-then-governing social dems and ecos. After the couple Lafontaine/Schöder was divorced the former German government continued on Kohls course to liberalize the financial market. The social, economical and financial consequences are known.

Now we are in trouble. In his "Berlin speech," H.Coaler tells truths for which one would have positioned him in the dark-red corner some months ago: We need a strong state to preempt (prevent) "delimitation and bindinglessness (no adhesion)" of financial markets. But the state is shy like a virgin. The citizens demand that those for whom they vote become their voice(vote and voice is the same word in German) .
What many call disrespect for policies is nothing but the capitulation of the state in fronta money.

Perhaps the last opportunity

Nobody knows, whether the state will now react "fast and deceissive" like H.Coaler says. Too fast the crisis followed on calls for calm last year publicized by govt. institutions. The calls for calm are forgotten - by the ones who expressed them. The state does not seek mechanisms that force banks to grant loans though the state feeds the banks with capital and guarantees.
Small and medium companies still go bankrupt for they get no loans though they got a whole lotta orders.

The unemployment number may reach 4mio. Extended short-work pay or calls by ministers are insufficient.

The demand by the president is rightous to put the big financial institutions under a central control.
Not only on international level, but also on national level.
Deals in terms of influence are the least what we (the workers) can expect in return. And even when the fire is extinguished.

I live in Pensacola, FL and at around 8:30 pm 3/23/09 students at Booker T Washington high school reported hearing a loud low frequency sound that set off the schools fire alarm... The tone inside the government coalition sharpens. Christ Social head Horst Seehofer pointed towards the exit of the social dems out of the grand coalition facing mutual attacks.
The Bavarian prime called the Social Dem criticism as "sheer rabble - If it doesnt suit the social dems anymore to be a part of the grand coalition its not up to us to stop them," Seehofer said in Erlangen at the inauguration for the candidates for German parliament.

Though Seehofer declared last week the era of common things, there was a fight within the conservatives last week about sales tax,pope-criticism and refugee policy (out of Silesia and so on). We march together declared Seehofer in Erlangen. His relationsship towards Angela Merkel was very good.
3 police dead, suspect killed in Calif.


OAKLAND -- A man wanted for violating his parole killed three veteran police officers and gravely wounded another in two shootings Saturday, the first after a routine traffic stop and the second after a massive manhunt ended in gunfire, authorities said. The gunman was also killed.

"It's in these moments that words are extraordinarily inadequate," said Mayor Ron Dellums at a somber news conference announcing the slayings. It was the first time in the history of the Oakland Police Department that three officers were killed in the line of duty in the same day.
The violence began when two officers stopped a Buick sedan in east Oakland just after 1 p.m., Oakland police spokesman Jeff Thomason said. The driver opened fire, killing one officer and gravely wounding the another.
The gunman then fled on foot, police said, leading to an intense manhunt by dozens of Oakland police, California Highway Patrol officers and Alameda County sheriff deputies. Streets were roped off and an entire area of east Oakland closed to traffic.
Officers checking on an anonymous tip found the suspect barricaded inside an apartment building at around 3:30 p.m., police said.
Police said the gunman fired an assault rifle at officers who came into the building to arrest him. Two members of the SWAT team were killed and a third was grazed by a bullet, police said.
Acting Oakland police Chief Howard Jordan said police returned fire, killing a man they identified as 26-year-old Lovelle Mixon of Oakland.
The slain officers were identified as Sgt. Mark Dunakin, 40, who was killed at the first shooting. The officers killed at the second location were Sgt. Ervin Romans, 43, and Sgt. Daniel Sakai, 35. Officer John Hege, 41, was in grave condition.
Reached by telephone late Saturday, Hege's father, Dr. John Hege said, "He had an injury to his brain ... and it's not clear he can survive. ... It is a stunning thing to face, although we were always aware of the risks."
Hege, a retired physician from neighboring Piedmont, said his son loved being an authority figure and worked well with people. He was an Eagle Scout. He played high school football and wrestled. He umpired and coached even as a youth, and joined the Oakland Police Department reserves.
After graduating from St, Mary's College in Moraga, Calif., he taught high school physical education for a few years in nearby Hayward before joining the police department a decade ago.
He recently became a motorcyle traffic control officer, Dr. Hege said, adding, "He liked excitement."
As for the slain shooting suspect, the father said, "The man was evidently terribly desperate. It is a sad story..."
Grieving officers at the police station hugged and consoled each other.
Gov. Arnold Schwarzenegger said it was a tragic day.
"All four officers dedicated their lives to public safety and selflessly worked to protect the people of Oakland," he said in a statement. "Our thoughts and prayers are with the families of those lost, the Oakland Police Department and law enforcement officers throughout California during this difficult time."
Police said Mixon wielded two different weapons. One gun was used at the first scene and an assault rifle was used at the apartment building where he was hiding.
"(Mixon) was on parole and he had a warrant out for his arrest for violating that parole. And he was on parole for assault with a deadly weapon," said Oakland police Deputy Chief Jeffery Israel.
