Obama lately announced that he intends to minimize debt rates on credit cards, meaning if u r in the red, the maximum rate will be at 15 % for example and not at 30.
Anyway, Amex got large dropouts lately because the global economic downturn causes people not to pay their bills. The profit's shrunk.
