Obama Offered Deal to Russia in Secret Letter

I think its an important move by Obama to show that he is willing to act on a basis of biderectional assurance. Well, I think the Russians hadnt many guarantees by Bush. I think its delectating that Obama picks up this chance in his first days in office. Once he got some reputation in RUssia, things will calm down in many respects.
